A Remarkable Template for MCH Policy in the U.S.
Childbirth Connection took the lead in engaging multiple stakeholders from across the U.S. healthcare system to design a framework for revamping maternity care in the United States and advancing healthcare reform in this arena.
Their two landmark reports, 2020 Vision for a High-Quality, High-Value Maternity Care System and Blueprint for Action were developed though an extensive multi-year collaboration with more than 100 maternity care leaders representing stakeholders in the industry. This team included representatives from across a wide spectrum—practitioners, consumers, hospitals, administrators, researchers and payers. This team was asked to answer the fundamental question:“Who needs to do what, to, for and with whom to improve the quality of maternity care over the next five years”
The “Blueprint for Action” content areas are actionable strategies to improve maternity care. Several new pieces of maternal and child healthcare legislation draw heavily on the content of the Blueprint for Action.
The Blueprint includes analysis and recommendations in the following 11 focal areas, with 3 or 4 major recommendations in each focal area:
- Performance measurement and leveraging of results
- Payment reform to align incentives with quality
- Disparities in access and outcomes of maternity care
- Improved functioning of the liability system
- Scope of covered services for maternity care
- Coordination of maternity care across time, settings, and disciplines
- Clinical controversies
- Decision making and consumer choice
- Scope, content, and availability of health professions education
- Workforce composition and distribution
- Development and use of health information technology (IT)
